JOB SUMMARY:

The Proposal Manager is responsible to ensure all of the company’s proposals are fully executed from start to finish. This includes coordinating the proposal process, preparing the actual proposals and presenting them internally for final approval.  The Proposal Manager will provide guidance to their team, making sure all the aesthetics and written content is on point before it is released to the client.

 

SUMMARY OF ESSENTIAL JOB FUNCTIONS:

  • Manages the proposal process to include integrating subject matter experts and technical associates into the appropriate areas, and then assimilates all information into a narrative that follows the RFP instructions;
  • Outlines each stage of the proposal, prepare presentations and schedules meetings with clients to discuss and negotiate proposal details, timelines and budget;
  • Determines proposal requirements and coordinates with other departments for proposal input;
  • Conducts research if needed on RFP technical/functional areas to gain better understanding of areas to be addressed and responded to;
  • Prepares matrices, outlines, schedules, and conducts proposal kickoff briefings;
  • Solicits and compiles team questions; monitors questions and answers responses and distributes to proposal team;
  • Develops technical and management strategies to meet proposal requirements;
  • Formulates graphics and works with the marketing team for developing covers, spins and proposal charts;
  • Ensures writing is compliant with proposal instructions and criteria;
  • Collaborates with other professionals (proposal managers, BD team and subject matter experts) to solicit capture information to develop win themes and differentiators for clearly articulating a winning strategy, compelling solutions.
  • Manages and negotiates final contract with the client;
  • Ensures successful contract implementation;
  • After winning the business, continue to provide and evaluate ideas to improve profitability.


REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Effective at leading, training and managing a team of professionals;
  • High level of proficiency in business and technical writing, editing, and proofreading;
  • Highly organized;
  • The ability to leverage technology systems such as CRM, SharePoint, various graphic software, client specific systems, and other tools for the effective coordination, storage, and production of proposal materials;
  • Ability to effectively delegate tasks to team members;
  • Ability to coordinate various levels of management project managers, technical personnel and client organizations effectively;
  • Demonstrated ability to translate complicated ideas into language easily understood by others;
  • Ability to meet accelerated or tight deadlines;
  • Superior analytical skills to respond to RFP requirements;
  • Team player with excellent communication skills; ability to communicate with various levels of management, technical personnel and client organizations effectively;
  • Ability to lead multifunctional teams as well as ability to promote teamwork and cooperation;
  • Extensive understanding of proposal processes, primarily with state and municipal government clients;
  • Good communication skills, influencing others, taking ownership of work products, holding others accountable, sharing expertise, understanding customers, and managing resources;
  • Proficient in Microsoft Office Suite.


EDUCATION/QUALIFICATIONS:

  • Bachelor’s Degree in related field
  • A minimum of 3 years experience in technical proposal development
  • A minimum of three years managing or leading teams
